There is a ground on the drivers side, follow the hole where the speaker is it should be on that pillar above the speaker about 6-8 inches.
When I rewired my car I added my own grounding bar setup because of how terrible the grounding was setup for the car. If you have loose screws in your dash the center guages will not light up and the wiper system will have trouble too
You might have a bad switch too, does anything happen when you rotate the light switch to dim or brighten the dash lights?

First thing to do is find out if you have power coming from the headlight switch to the dash lights.Put a test light on the "instrument light"fuse and turn the headlight switch on and rotate the ****.You said the fuse is fine but test both sides of the fuse to be sure.Let us know what the test light did.
