No 12V on "BAT" terminal on fuse block

Default No 12V on "BAT" terminal on fuse block

I see that there are 3 blades on the fuse block, BAT, IGN and ACC; I suppose that BAT is constant 12v. The previous owner wired up switches for the electric water pump and radiator fans (for quicker cooling the engine if desired, when the ignition is off) both drawing current from the BAT blade terminal from the fuse box. After running both for a few minutes, they failed and I no longer have 12v at the BAT terminal. Is there a separate fuse for this terminal?

I wouldn't be suprised if there was a fusible link in the wire to the BAT terminal. There should be some form of protection for a connection from the battery.

A fuse on the starter for the bat terminal of the fuse box? Is it obvious when looking at the starter?
