Steal a similar car, swap VIN tags, and register your "legal" car. Not QUITE that simple but it has been done.

Less shady - if you have enough assorted parts left from other projects, assemble them into a whole car and put that VIN on it.

If you locate a NOS frame which I have at two times ,then you can use any tag and stamp the frame to match . GM parts department DID sell frames you know.

You can build a title-able car around it as long as it comes up clear during the title process of the vehicle.
