Yep, HARD tops were always the same as body color.
Although, back in the caveman days, the hard top on our 56 was white. I kind of liked it.
1981 NCRS Natls in St. Louis with one of the plant workers that installed 56 door panels and with Noland Adams.

OP mentions Frost Blue with white coves. While a white hardtop might not be "proper", I bet it would look sharp.

While numerous official GM Photographic shots exist showing C1 Corvettes with a contrasting white removable hardtop, the cars were only available from the factory with the top painted the same color as the body. Note that this shot also shows narrow-band whitewalls, not available until 1962.
