I am not sure I understand the statement that deals with the program cancellation if a "satisfactory" return cannot be attained. No mention of what constitutes a "satisfactory" return. A pretty ambiguous statement for a project of this magnitude.

I’m pretty sure they never produced 125 of them so if authentic, possibly a program that was floated but shot down in the end?

The letter is a lay-out of a proposal for 125 examples and permission to proceed with production of them. If 125 were never produced, we may confidently deduce that the answer from Chevy's General manager, Knudsen, was "no".

Not so much the program but the continued band on racing activities.
To wit: In February 1963, "following increased AMA, government, insurance company, and safety organization pressure, an internal letter from the GM top management to all GM brands clearly stated that any further support of race teams would not be tolerated, and all race sponsorships came to a grinding halt".
Interestingly, I believe Henry Ford II was head of the AMA at that time. Ford had no trouble shipping engines and transmissions to Shelby for his Cobras. That was a perfect storm for Ford. He could keep an arm's length distance from corporate participation but ride on Shelby's coattails with the racing success of the Cobra. Simultaneously, Ford was working with Eric Broadley in England on the Ford GT at the same time. Talk about having it both ways.
