Do both of these wires go inside this one loop?
One wire/cable goes to the transmission and the other goes to the starter. Do both go inside this one loop (yellow circle)? Or just one (which one)? I'm trying to get the cable (that goes into the side of the transmission) up and away from the exhaust pipe?
I have a 1967 Corvette, L36 / 390 HP big block with 4 speed transmission and under car exhaust. I'm standing under the car, on the passenger side, looking up between the firewall and the back of the motor.

The large wire looks like the starter cable. The loom goes to the starter and should have a wire to the positive post and a wire to the ignition terminal and another to the S terminal on the solenoid. I don't know of any wires on the passenger's side (assumption) that go to the transmission.
Now, C2 - OK, Year? Transmission? That will help others determine what you have.

Don't have a 67 390hp, but the cable routing on a 66 425hp should be similar. The thing that goes to the trans is the speedometer cable. It does for sure go in that clip. The other, taped wire set is the starter cable bundle. It should split off from the rest of the harness (part that goes to the heater blower) about mid way over the heater box and run more or less straight down toward the starter. IIRC it dies not go in the clip in your pic with the speedometer cable.
Your piece of starter cable should he hung off above the heater box and not draped over the back of the motor.

There should be two clips within about 5" of each other. The top one holds the speedometer cable. The lower one holds the positive battery cable and the harness that goes to the starter. The harness must be routed correctly.
