The bigger question is what does the OP think the car is worth? Does he know how much it's going to cost to it bring back to life? What is his plan for the car (keeper, seller, investment)? This car needs EVERYTHING to be a nice car (that will have any kind of return on investment). I can easily see $40000 being spent on this car (body work, paint, chrome, mechanicals) and that's if the OP can do a lot of the work himself. What it once was (maybe) has zero bearing on what it is now. IMHO, this is a hard pass.

So....'64 NOM, roadster, FI gone, needs everything and the birdcage is problematic at this point. Good paint and body work is $25K-$30K, minimum, and don't let anyone tell you that it can be done for $15K. Furthermore, it will never be a correct car. Whatever budget you have in mind, simply double it.
For comparison purposes, what is a correct '64 no excuses roadster worth these days? I suspect it is considerably less than what it will take to get this car up and running.

Maybe just buy, clean it up. Make it safe to drive and enjoy it. Everyone seems to think it has to be factory perfect. Lots of ratty old cars at car shows these days. A lot of them get more attention then the perfect ones. Buyer could very well be upside down, unless he can get it on the road himself. Good luck, no matter what you decide

I never make offers on cars that are for sale.
If the guy says it’s for sale he needs to put a price on it.
If a guy won’t tell me what he wants I walk. Otherwise you’re just negotiating against yourself as the guy is just fishing for a sucker.
In this case when the guy said in the 1st few minutes of meeting the car was for sale I would have asked how much? Before I wasted any more time or effort. If he would not state a price I’d give him my number and tell him when you decide what you want give me a call.

Today I crawled all over an under the car in question , I bent I ways I didn’t think possible . The frame isn’t just good , it is exceptionally good , still showing, the unbroken factory black, over approx , 40 to 50%. The Z bar in the protected areas behind the waterfall an under the cluster still has it’s green color as does the windshield frame an posts with only spots of surface rust that brush off . The door hinges , jambs, in operation feel as tight an solid, and close with the same sound, as the doors on my 67. I’m still interested in this ugly Flared thing because everything I see confirms the owners claim of 43K orig. miles . I’ve seen enough used cars come on the lot to know this interior, with little cash and a lot of hard work, will clean up , to be more than presentable . The brake lines that I can see are not rusty the fuel line is not rusted , the gas tank is clean , nobody ever jacked it up under the center of the front crossmember ,the front coils still have their factory black color with remnants of the GM paper labels , the shocks , though not GM , look like they were installed last month
I almost wish this thing was a rusty hulk so I could walk away , but the more I look the better it gets
I am not a “starry eyed kid” I’ve restored 2, C-2’s , I know what’s involved and the money it takes ,The pictures below are all of the same car thru the years , and I did everything except the final paint myself
Tonight I’ve been telling myself “ hey, cars with Flares don’t need front bumpers , modify the crossmember an put a big block in it , I have 2 fully assembled 427’s on engine dollies in my garage with C-2 Hooker headers , plus a scuff, patch an paint with enamel can be cheap . You guys estimating 40K + for a “nice driver “ are close . If I buy it , I’ll let the next guy spend the 40k
I’ll keep you advised an post more pictures tomorrow . I’m sorting through them now , I have more than a 100 and I’m not very good at getting them out of the camera or finding them when I do

Thanks for sharing this quest, I’m new to this C2 craze, but man once it bites u ain’t gettin out of it thought I was done with cars sold off my 55 chevy & all the parts extra engine/ trans. Carbs to a friend just about gave him all the stuff I had now I wish I had the 70’s over the counter LT-1 engine & angle plug heads (B/W ST-10 trans)etc.
I would pull my matching #’s engine & install the LT-1 with no worries of hurting my #’s matching engine.. SORRY for my rant..
I think we all know how easily it is to get UPSIDE DOWN with these C2’s especially when project creep rears his ugly head, soooo it sounds like you have a lot of experience with these cars so go for it maybe just clean her up get it running SAFE & see what u got.. I would give him an honest # $$ that you could live with & wait to hear from him there are a lot more projects out there..

Your '67 is a beauty. But the first picture above and second with daylight under the front wheels stirs my heart. I've been a spectator on this pursuit until the wheelie pic. I've always been attracted to athletic women too. Fun following your evolving story. Cheers

It sounds like you have a plan and know what value you place on the car.
Make the seller an offer that you believe is fare.
Let him know you are making what you feel is a good offer.
If he wants more, ask him where he values it at and go from there.
You could come home with it, go home and think it over or just walk away.
When I purchased my C3, I knew what I had in my budget and about what the car was worth when I made the offer.
We we’re only about $1,500.00 apart, we met in the middle and I trailered it home the following week.
Good luck and I wish it was my find.
