Default 65 Core Support Question

I am in the process of installing a new front end on my 65 coupe. When I removed the old front end, I found a stack of shims spot welded to the frame where the radiator core support mounts. As far as I know, the core support has not been out of this car before. Is this normal? I thought that I would need to shim this are as part of aligning the new front end.

Thanks, I thought that I had to add shims as part of the nose alignment.
