Battery Current
I measure:
.02 with key off
11.8 with key on
5.66 amps parking and running lights
Ignition switch on - 12.3 amps
Hd light's Low Beam 13 amps
Are these correct?

Nearly 12 amps just from turning the key on ? Doesn't sound right to me. And what's the difference in "key on" and "ignition switch on".

I think you are going about things bass-ackwards.
What you really want to know is if your alternator can handle the loads you cite while still charging the battery. Tests for this capability is in the '63 Corvette Shop Manual; still available from vendors and other online resources.
