The parking lights are not designed to operate when the headlights are on, so that part is working properly

Sounds like a problem around the dimmer. It puts 12v on the tan wire for the dims and the light green wires for the brights (and dims together) . The only thing that makes sense is you're losing the 12v to the tan wire when in the dim position. Jeff's right about the parking lights, they only come on in the park position (out one notch on the switch)..

Edit: Corrected statement about 12v on tan wire in bright position. 12v is only on green in bright, only on tan in dim. (two different filaments in each dim bulb, one lit by tan, one lit by lt green)

Same thing happened to me, and it turned out to be a faulty dimmer switch.

Both low beam filaments could be burned out. It happened to me. May be one burned out and you didn't know it and then the other. It happens!!!

Check the connections where the under hood harness connects to the fuse block if the dimmer sw checks out ok .

There are two filaments in the dim bulb. One is lit by the tan wire when dimmer is on dim. That's where your problem is. The other filament is lit when the brights are on via the light green wire coming from the bright bulb to the dim bulb. I didn't state it correctly earlier when I said the 12v is on both the tan and the green wire on bright. It is only on the lt green, the tan only has 12v in the dim position. So, measure for 12v coming out of the dimmer on the tan wire, if it's there move up to the front and measure there. You are losing the 12v between the dimmer and the dim bulbs. As stated, you could coincidentally have two bulbs with dim filaments blown, but measuring the voltage at the dimmer and then at the bulb will tell you that. I know you changed the dimmer, but that is the most logical place for a problem, followed by a broken wire or bad connection in the bulkhead connector below the m/c, then bad connectors or bulbs at the front.

Last week after rebuilding my headlight motors, I had very low voltage to the headlights, I traced it to lots of corroded connections at the front harness (including the one on the PS pigtail before it goes into the bucket!

Check for voltage at the plug that goes into your low beam light, if you have less than 10volts or so...

Clean each connection and check that the connections are good afterwards.

In the end even after I restored 11+ volts with the car off, no headlights. As someone said, check the bulbs...yes, both my low beams were burned out! Replacing the bulbs alone would not have fixed my voltage drop, either.
