I knew that I read/heard somewhere where they were black... so I looked it up... in Nolan's Book. I am sure John Z will weigh in...
So, some are black, and some are painted....

The instrument panel was installed on the Trim Line after the body was painted. On occasion, the end tabs of the dash were painted to match the exterior color of the car, reducing the apparent color contrast in the door jamb. It appears that the procedures varied from time to time here, as evidenced by the large Pop-type rivets at either end of the instrument panel.
Consider a Corvette whose exterior color was the same as the interior. One example is 15556; it's red inside and out, with the dash end tabs painted the same color as the body. The rivets aren't painted. Instead, they have a black anodized finish, just as they were supplied to the assembly line. A similar example is 21012, with a Marina Blue exterior and Bright Blue trim. The colors are close enough to pass without repainted the tab at the end of the dash. Thus the rivets are not painted, again, appearing with a black anodized finish.

Yes (see photos below) - when the exterior color and interior color are the same, the end tabs didn't get re-painted, so the rivets remained black oxide. When the exterior color and interior color contrasted, the end tabs were painted exterior color in Final Paint Repair, including the rivets.

I'm sure someone will correct me if I'm wrong but the color of the dash pads comes into play also. My 65 convertible is silver/silver but with black dash pads. The rivets are painted body color.

When the exterior color and interior color contrasted, the end tabs were painted exterior color in Final Paint Repair, including the rivets.

My interior is silver as shown by the door panel to the right, as are the seats and carpet. If you look at both Frank and John's pictures the dash pads are body color. I was just trying to make a point that to use the term interior might be a little vague. What about the cars with combination interiors? I recall seeing a white coupe with a black/white combo interior - seats were white, dash pads were black.

Let's make it easy if the dash housing is the same color as the exterior the rivets are black

Sorry, I just saw the black dash pad, and made the assumption (bad on me!)
But i think it still holds up. There are certain colors that didn't have their own dash pad color (silver, white, Yellow, etc... that used a black dash pad... thus, the interior dash pad is black and the outside is non-black body color, thus the tabs would be painted and so would the rivet.
Which is probably your point, not so much the interior carpet color, but the dash pad/tab color that dictates whether its contrasting or not.

The vinyl eyebrow pads are always the same color as the (painted) main fiberglass dash panel that has the end tabs on it.
