These 461 heads show a cast date of 11/23/60. Isn't that too early for a 61 car?
Are these super rare and should I get them ASAP?

The first 1961 FI engines to be built were probably in the Aug-Sept time frame. So an 11-23-60 date on a 61 FI head is NOT too early.
Rare? Sorta kinda, but not extremely.
Should you get them? If they have never been surfaced and DO NOT have any cracks, and if you want a pair of early 461(X) heads, and if the price is right, then you may want to get them. It is generally accepted that the 461(X) heads (produced for 61-63 model years only) have larger intake runners than the 1964-later heads.
BEFORE you spend your $$$$$, I'd strongly recommend that you have your machinist inspect and magnaflux them to assure they do not have any cracks or severely worn/recessed valve seats. If they are in good shape, they can easily be opened for 2.02/1.6 valves. And with some light clean up work on the port runners and bowls, they will make great heads.
Oh ya, DO NOT, DO NOT, DO NOT let your machinist talk you into having hard exhaust seats installed!!!!!!!!
