I am running the same set up in my 64 (300 hp) and no idler according to the AIM for low HP. About 1/8 inch clearance between the pulleys as mentioned. You have to remove or loosen the pulley to get the P/S belt off. I was looking at my Water pump pulley while it's off the car now and its not exactly symmetrical all the way around at the rear most lip (has a high spot) compared to the other side. Does not make a noise but also does not look or measure even all the way around. Just for the heck of it, check your pulleys, maybe you have a high spot that is rubbing slightly.

Use the PS pulley for a 63 300 hp car. I think its a three groove crank pulley. there is a nice pulley config chart on the last page of the LIC catalog...
My vote is for water pump shaft/bushing play.

Had the same issue on my 65. Found the upper pulley either loose at one time or some Bubba elongated the holes for easier lining up of the holes/bolts. Bad situation either way cause when I took off the pulley there were cracks radiating out from all four holes. Shudder to think what damage that could have caused under power if it came apart.
All is good now since a new LS3 HO power plant sits in the engine compartment.

Default Pulleys Hitting

As a last resort, you might try loosening the 4 water pump bolts, and have someone try and lift the pump as you re-tighten the bolts. There should be some slack in the bolt holes, but I don't know if it will be enough. You might have to replace the 2 gaskets, but it might just give you enough clearance so the 2 pulleys don't hit each other.
