Somebody will give an answer, but you need a shop manual and maybe some other tech books.

GM doesn't use a starter relay like Chrysler and F**d.
There is a starter solenoid mounted on the starter that serves a dual purpose.
It moves the starter drive into engage the flywheel before the starter begins to spin
and then connects the battery to the starter motor.

Powerglide equipped cars used a starter relay mounted on the firewall next to the heater.

I am not sure what this issue here is.

Power window relay is mounted on top of the firewall, ABOVE the heater core opening.

Powerglide starter relay is mounted on the firewall close to the transmission tunnel opening.

Do you have an AIM for your car?

I do have a manual, however, I did not see the location of the relay for a car with power windows, it showed it by the heater core

For the sake of accuracy, GM did use a starter relay on Buicks until 1961 as they started with the gas pedal and not a key. Cadillac used one on the 1957-58 Brougham.
