Restoring a old plate is a pretty simple job.
I usually lightly bead blast to remove paint and dirt.
Be sure to blast gently as to keep from warping the plate.
Body work it if it has dents , dings or rust.
Prime and sand to your satisfaction.
I like to paint with base clear, first applying the color, then lettering using "One Shot" sign paint.
Then clear coat and your done.
My wife the artist does the lettering.
Usually a good sign shop or graphics guy can do the job.

I recently used Larry Hoeft. Nice work and reasonable. I tried painting them myself (3 times) and gave up. PM me if you'd like his contact info.

Whatever you decide, a pro or you doing the restoration, first get the DMV to authenticate or otherwise accept the plate as is before any work is done to it. Altered, and or touched-up plates are usually disallowed.

This couple did an amazing job on a plate that the USPS ran through some of their machinery: http://www.mojoartworks.com/
