I thought the captive belt went on the inside and the alt belt on the out side

For tight belts I've always got them half on with a screw driver and then ticked over the motor to finish the job. Easy peasy.

The bolts seem about the right length.

The spacer is to allow clearance for the temperature sending unit. I looked for a better picture that shows the sending unit. I'll look again, this is assuming you have the correct intake manifold.

Okay, I found one. Not the greatest angle but I think it shows what I'm referring to. There would be interference between the sending unit and upper radiator hose/clamp without the spacer.

What years use that spacer? I don't remember one on my '61 and always thought it was a tight clearance from the hose to the temp. sender

I've used the 'bump the engine till belt drops in groove' method for decades. If your adjustment bolts are loose when you do it then I doubt it does anything to bearings (or they were bad to start with).

This is a 396 engine, I don't think it's applicable to small block engines.

Default 396 Temp Sender Clearance

Mark,
This engine has an aftermarket manifold, and "RPM Performer".
In looking closely, it looks like the temp sender if I had a short one one like yours, would fit without the spacer.
