Default 65 parking brake?

I have assembled my new parking brake shoes and hardware to my backing plates. It looks like the star wheel rubs on the spring just a little. I have tried to move it as far away as I can but it still looks like it is making contact. Is this normal?
Thanks Brian

YES..

It will keep the shoes in adjustment, if there were no "touching", the star wheel would back off and you would lose your adjustment...
