Yes outside. Don't forget to take the clear film off the buckles after you install them.I think I kept the film on for over a year.

Well heck - while we are going there be real careful of the secret knot that attaches the belts to the mounting "hambones" IF you are going to keep that attachment method.
Its very specifically designed to not slip if the seat belts are ever stressed during a wreck.
