Are they plastic? My '65 GTO had something like that. Heck, '65 GTOs came with '65-'66 Corvette window cranks. Why wouldn't a '66 Chevelle be built with '65 GTO parts?
If that's the case, Ames Performance Engineering has them.

I think GM usually used acorn (or PAL) nuts on trunk emblems and rear quarter moldings on passenger cars. Probably to keep people from being cut by the expossed stud if speed nuts were used. I would try Ausleys, or one of the other Chevelle parts companies, or Ames, as mentioned. You may also want to check for an AVECO parts dealer. AVECO makes all forms of automotive fasteners and clips. They don't sell direct, but if you contact them I'm sure they would direct you to a local distributor.

My 1966 Chevelle Malibu has stamped steel speed nuts for the rear quarter and trunk emblems. The originals had a black gummy rubber-like gasket or glob of dum-dum to seal out water. The emblem stud size seems more like 5/16" than 3/16". YearOne carries reproduction speed nuts. I reused my originals, so I cannot comment how good the YearOne parts are.
Correction... I don't have the car handy, but the rear quarter "Malibu" emblems may have used acorn nuts. I know the "Chevelle" trunk lid emblem uses speed nuts. Your SS emblems may be altogether different.
