It sounds like it might be a bad ground to the motor or the "park switch" inside the wiper motor could be your problem.

The parking mechanism is mechanical and inside the motor. Take the cover off. Clean up the gummed up grease and relube after making sure all the parts move freely. Mine was the same and I learned of this fix here. The forum is great.

Do not forget there must a drag on the wipers. They will not park if the wipers are not attached and riding across the windshield. The motor needs some resistance to park or they will run all day.
