Default Weatherstrip on a 65/66 BB Hood?

Is there supposed to be a weatherstrip on the underside of a 65 or 66 Big Block hood on the edge nearest the windsheild?

Yes, there is a rear edge weatherstrip on every C1/C2 Corvette hood; it prevents cracking damage when dropping the hood closed, and keeps engine compartment fumes from being drawn into the cowl grille air intakes that feed the heater and the kickpad vents.
