Default Spring Swap - Bushings too big? Shims? (C5)

I'm swapping the front spring (new VB&P spring) on my C5 for the second time. The new spring is in place and I'm at the point of tightening it down in the bracket. This is the first time I'm installing with fresh bushings, though, and it just feels like the bracket won't be flush with the subframe before reaching the torque spec (46 ft-lb). In fact, with the used VBP spring I installed previously, the bushings were looser and the bracket only contacted the subframe at the ends (brackets were bending).

Has anyone installed shims on the brackets to combat this?

In the picture, the bolts are "snug" and have a ways to go. Like I said, only the ends would then touch the subframe.

I'm going to take that as a no. I'm going to go ahead and torque them as is rather than risk having the bushings not loaded properly, making things sloppy.
