is my amp dead?

i just bought a setup for a friend and am having a hard time getting it to work. its an alpine V12 amp with 2 12 s-type subs. i have it all connected to my kenwood deck properly as far as i can tell but i have no responce from the subs. all my other speakers work. the thing that throws me off is the power light on the amp isnt on. there is a good connection i checked with a test light. am i doing something wrong or is my amp dead? thanks.
