Dave, the JJ you've posted doesn't show up on any list I've found as a "Wheel Code", it does show up as a "Rim Code" on a lot of different rally wheels.
http://chevellestuff.net/qd/rally_wheels.htm

Look on the wheel for a Wheel Code next to the valve stem hole. It should correspond to one of the codes in the left column here...

I think that has to do with the bead design and shape.

Are they ralleys or steel wheels? 63-66 Corvette steel wheels are 15x5 1/2 (as were the optional 57-62 wheels). 67 ralleys were the only Corvette wheels ever used in the 15x6 size. 65-66 OEM wheels are "J", and the service replacement ones are "JK"s, I think.

Nope. No Corvette ever used a 15x6 wheel with the "JJ" rim section code.

'65-'66 Corvette 15" x 5-1/2" steel wheels used the "JK" rim section, and so did the '67 6" rally wheel.

Does anyone have a comprehensive list for regular steel wheels?

My 65 had 15x6 rims with the nubs by the valve stem when I got it...they have a code of FL

I've tried to identify these here and on google and have come up empty.

Those might be the old "8080" Service wheels. Corvette steel wheels didn't have any code stamping adjacent to the valve stem until the 1967 "B", "DC", and "DG" rally wheels. The "JJ" and "JK" stampings referenced above are the SAE rim cross-section design codes, and are stamped in the rim area covered by the tire; '66 rim stampings shown in the photo below.
