My dad has a deal going down tomorrow and we just entered panic mode over an emission issue. He wants to buy a new 2008 in Washington state and then go license it in CA. CA has rules that cars with less than 7,500 miles cannot be licensed in CA unless they meet CA emissions.
Question: Are all 2008 C6 coupes (not ZO6) compliant with 50 state emissions? Or is that an option? Because if it is an option, I am 99% sure the dealer in Washington did not order that option. Why would they? On the other hand, many cars are 50 state compliant, and if the 2008 C6 is 50 state compliant then its not really an issue.

I know I should check with the dealer, but I'm concerned they'll tell me what I want to hear even if they don't understand the issue.

All Corvettes manufactured for sale in the US are 50 state legal.

The order code for the California State emissions is: YF5.
The order code for the Federal emissions is: FE9.

There are also a separate emission code for Connecticut/Maine/Mass/NY/PA/RI/Vermont: NE1

The dealers can also order a Federal emissions override (NC7) which lets a non-CA dealer order CA emissions.

So the operative question is what emission code is attached to the car your Dad is negotiating for.

As a guess, I'd doubt that a WA dealer would normally order an YF5 car unless he was certain the CA buyer would buy it. WA buyers would want the 50 State emissions FE9.

So make sure that your Dad asks the right questions.

Now, why would your Dad buy a new C6 in WA when there is a very good Forum dealer (Tim at Boardwalk) in Ca who could probably beat most deals?

Thanks! Seems like replies #2 and #3 are contradictory. Reply #3 seems to be more thorough, though. So it sounds like the car would not be able to be licensed in CA. I will double-check the emission tag.

As for why not dealing in CA -- he founds a really low price up here on an ad car. They are taking almost $7K off sticker on an LT1. So he's getting it at about $2K below invoice. It was one of those ad specials, one at this price type of things. Plus he wanted to visit me in Seattle.

Ok, here's the real deal. Various states have different emissions labeling requirements. There is no difference whatsoever in the actual hardware of the cars, all Corvettes are built to the same emissions standard. The different order codes are just to make sure you get the correct label for your state stuck under the hood.

Up until 08 all C6 came with a sticker stating they were 50 state legal. This is on longer the case.

Washington has a sales tax. Your dad will have to pay that tax. California has a sales tax. Your dad will have to pay that too in order to register that car. There goes the saving he thinks he's getting and then some!

The likelyhood that it doesn't have the correct sticker would require that somebody at the Calif. DMV have the authority to overide the requirement for the sticker. That is highly unlikely. Your dad should run - not walk - from this deal. It will be a nightmare!

He won't have to pay the sales tax in Washington but he will in California. Also, I would contact the forum dealers (Tim@Boardwalk San Fransico) as he has prices lower than $7k off bas models...base model with no options should be less than $40k

New to the forum, and just did a deal with a car that was assembled in Feb 07, put in service in April 07, in New Jersey. It went through a couple of dealers, and ended up in Texas.

I live in CA, and know that cars must be smogged prior to title and registration.

At the time of the deal, Dec 07, the dealer issued a sales tax exemption for the state of TX. If he had not done that I would have paid sales tax in TX, and CA would have given me credit for whatever I paid in TX when I titled the car.

Smog . . . if the sticker under the hood says 50 state compliant, "including California" the smog guy will do his thing, and then you can get a title and registration.

Have the seller look for the sticker. It should be on the right side of the hood, near the front of the car. If is doesn't have "including California" in the certificate, and the car has less than 7,500 miles, then you will not be able to smog, and register, and title the car.

The issue isn't whether it is compliant, it's that the state of CA requires either a certification from the manufacturer (essentially what YF5 is) or a smog test along with 50-state compliance. Same thing with taxes. Although CA cannot legally collect sales taxes, they collect a 'use tax' which just happens to equal the sales tax.

New for 2008 Model Year: Vehicles registered in Connecticut, Pennsylvania and Rhode Island are required to meet California emission requirements (option code NE1).

This bulletin replaces and supersedes bulletin GM 07-03 dated February 8, 2007, and provides information on emission requirements applicable to all 2008 model year General Motors (GM) vehicles except for trucks over 14,000 lbs gross vehicle weight rating. Please be aware that an improper sale can result in fines of up to $32,500 per vehicle on the manufacturer, dealer, and/or customer.

As a convenience for dealers, GM has supplied Tables 1-3, which list the PLANNED certification of 2008 model year GM products. Because certification plans may change, the underhood VEHICLE EMISSION CONTROL INFORMATION (VECI) label is the controlling document for purposes of determining whether a vehicle may be sold or registered in a particular state. Therefore, it is the sole responsibility of the dealer to review the underhood VECI label to make this determination, regardless of the information in Tables 1-3, which are provided only as a convenience to the dealer and are based only on certification PLANS as of the date of this letter.

Emission Ordering Options: The following emission options will be used for 2008 model year GM vehicles.

FE9 FEDERAL EMISSIONS. Use for ordering vehicles that will be registered in all states except California, Connecticut, Massachusetts, Maine, New York, Pennsylvania, Rhode Island and Vermont.

YF5 CALIFORNIA EMISSIONS. Use for ordering vehicles that will be registered in California.

NE1 CT/MA/ME/NY/PA/RI/VT EMISSIONS. Use for ordering vehicles that will be registered in Connecticut, Massachusetts, Maine, New York, Pennsylvania, Rhode Island or Vermont.

Connecticut/Massachusetts/Maine/New York/Pennsylvania/Rhode Island/Vermont Emission Requirements: All new 2008 model year GM cars and trucks sold for registration in the states of Connecticut, Massachusetts, Maine, New York, Pennsylvania, Rhode Island and Vermont are required to meet California emission requirements. If the conformity statement does not contain either of these two specific phrases, the vehicle cannot be sold for registration in Connecticut, Massachusetts, Maine, New York, Pennsylvania, Rhode Island or Vermont.

Please see Table 2 for a list of vehicles that are planned to be Federal-only certified, and are not certified to California emission requirements. The vehicles listed in Table 2 can not be sold for registration in Connecticut, Massachusetts, Maine, New York, Pennsylvania, Rhode Island or Vermont. Sale of a vehicle listed in Table 2 for registration in Connecticut, Massachusetts, Maine, New York, Pennsylvania, Rhode Island or Vermont is illegal, and can result in substantial fines on the manufacturer, dealer, and/or customer. In addition, the vehicle may need to be repurchased from the customer and resold in a state that does not require compliance with California emission requirements.

Special Note on Connecticut, Pennsylvania and Rhode Island Requirements: Please note that the 2008 model year California emission requirements in Connecticut, Pennsylvania and Rhode Island do not apply to trucks weighing between 8501 lbs and 14000 lbs gross vehicle weight rating (GVWR). While federal-only certified trucks weighing 8501 – 14000 lbs GVWR may be sold for registration in Connecticut, Pennsylvania and Rhode Island, GM recommends, for simplicity, that NE1 be ordered for all vehicles that will be sold for registration in Connecticut, Pennsylvania and Rhode Island, including trucks 8501 – 14000 lbs GVWR. Dealers in Connecticut, Pennsylvania and Rhode Island may sell NE1 vehicles, including trucks weighing 8501 – 14000 lbs GVWR, to purchasers from any state.

California Emission Requirements: All new 2008 model year GM vehicles sold for registration in California are required to meet California emission requirements. To meet these requirements, option code YF5 “CALIFORNIA EMISSIONS” should be ordered for 2008 model year vehicles that will be registered in California. If the conformity statement does not begin with any of these three specific phrases, the vehicle cannot be sold for registration in Federal emission states except as permitted by the “EPA Policy on the Sale of California Emission Vehicles”. If any of these three phrases is in the conformity statement, but not at the beginning, the vehicle cannot be sold for registration in Federal emission states except as permitted by the “EPA Policy on the Sale of California Emission Vehicles”.

Please see Table 3 for a list of vehicles that are planned to be California-only certified and are not certified to Federal emission requirements. The vehicles listed in Table 3 can not be sold for registration in Federal emission states (except as explained below under “EPA Policy on the Sale of California Emission Vehicles”). Emission Bypass Ordering: An emission override option will be required in cases where a dealer orders a 2008 model year emissions configuration that may not be legal for vehicle registration in the state in which the dealer is located. The dealer is responsible for verifying that the purchaser intends to register the vehicle in a state that permits the emissions configuration ordered by the dealer. Neither Maine nor Vermont dealers should use an emissions override because the Maine and Vermont regulations do not allow dealers to take delivery of a non-California certified (Federal) vehicle, even if the vehicle is to be sold to a customer who will register the vehicle in another state.

NB8 Required when option code FE9 “FEDERAL EMISSIONS” is ordered by a dealer located in California or the northeast states of Connecticut, Massachusetts, New York, Pennsylvania and Rhode Island for a purchaser who will be registering the vehicle outside California, Connecticut, Maine, Massachusetts, New York, Pennsylvania, Rhode Island and Vermont.

NC7 Required when option code YF5 “CALIFORNIA EMISSIONS” or option code NE1 "CT/MA/ME/NY/PA/RI/VT EMISSIONS" is ordered by a dealer located in any state except California and the northeast states of Connecticut, Massachusetts, Maine, New York, Pennsylvania, Rhode Island and Vermont for a purchaser who will be registering the vehicle in California or one of these northeast states or sold as permitted below under “EPA Policy on the Sale of California Emission Vehicles”.

50-State Emission Certification: The 2008 model year GM products listed in Table 1 are planned to be certified to meet the emission requirements of all fifty states. Because certification plans may change, the underhood VEHICLE EMISSION CONTROL INFORMATION (VECI) label is the controlling document for purposes of determining whether a vehicle may be sold or registered in a particular state. Therefore, it is the sole responsibility of the dealer to review the underhood VECI label to make this determination, regardless of the information in Table 1, which is provided only as a convenience to the dealer and is based only on certification PLANS as of the date of this letter.

Note that, for products in Table 1 that have an asterisk (*) next to the vehicle model name, emission option NE1 or YF5 must be ordered to receive the 50-state certification. In cases where it is uncertain as to where the vehicle will ultimately be sold and registered, such as for certain upfitters, NE1 or YF5 may be ordered to provide a 50-state certification as shown in Table 1. This will provide additional sales flexibility. However, the NE1 and YF5 50-state certifications may have more costly emission control systems than the FE9 Federal certification. Therefore, in cases where the dealer knows that the vehicle will be sold for registration in a state that has Federal emission requirements, the dealer is requested to order the FE9 federal certification.

Emission Statements on the Invoice and MSO A statement indicating the emission certification may also appear on the invoice and the Manufacturers Statement of Origin (MSO). The MSO is used by the Department of Motor Vehicles in some states to verify that the vehicle complies with the emission requirements applicable in that state. The following table lists the various emission statements that may be listed on the invoice and the MSO, and what those statements mean in terms of where the vehicle is certified for sale/registration. The emission certification indicated by the statements on the invoice and the MSO should be consistent with the emission certification indicated by the underhood Vehicle Emission Control Information label and the attached tables. If any of these pieces of information are inconsistent for a given vehicle, please contact General Motors immediately. Until such contact is made, the underhood Vehicle Emission Control Information label is controlling and overrides all other documentation and, therefore, should be assumed to be correct pending resolution with General Motors.

EPA Policy on the Sale of California Emission Vehicles: EPA’s policy for the 2008 model year as it applies to GM products is as follows. EPA allows dealers in California, Connecticut, Massachusetts, Maine, New York, Pennsylvania, Rhode Island and Vermont and their contiguous states to sell vehicles that meet California emission requirements to purchasers from any state in the U.S. Therefore:
• Vehicles that are ordered with option code YF5 (or NE1) may be sold by dealers in California and its contiguous states (Arizona, Nevada and Oregon) to purchasers from any state in the U.S.
• Vehicles that are ordered with option code NE1 (or YF5) may be sold by dealers in Connecticut, Massachusetts, Maine, New York, Pennsylvania, Rhode Island, Vermont and their contiguous states (Delaware, Maryland, New Hampshire, New Jersey, Ohio and West Virginia) to purchasers from any state in the U.S.

Clean Fuel Vehicle Requirements: Federal or state law may require certain fleet owners in certain metropolitan areas to purchase vehicles meeting Federal Clean Fuel Vehicle (CFV) requirements (also known as Clean Fuel Fleet, or CFF). Based on a determination made by the U.S Environmental Protection Agency (US EPA), all 2008 model year GM vehicles ordered with option code FE9 “FEDERAL EMISSIONS” meet the Clean Fuel Vehicle Low Emission Vehicle (CFV LEV) standards. Because of this, GM is not offering a unique CFV option code (i.e. VCL) in the 2008 model year. Dealers can simply order FE9 to receive a CFF LEV qualifying vehicle. As stated earlier in this letter, FE9 should not be ordered for vehicles that will be registered in California, Connecticut, Maine, Massachusetts, New York, Pennsylvania, Rhode Island or Vermont. Vehicles ordered with the NE1 or YF5 emission options that are also 50-state emission certified as identified in Table 1 and on the underhood Vehicle Emission Control Information label will also qualify toward the CFF LEV requirements.
