Default access to aux fuse panel

The horns have quit working on my 90 and according to the service manual, the theft fuse and horn relay should be checked. They are behind the passenger side of the dash and I can figure out how to access it. Can anyone steer me in the right direction?

On a 94 you access the horn relay by removing the panel located at the passengers feet. Look up and there it is!
